KAL has provided the A-E design services under this Indefinite Delivery Indefinite Quantity (IDIQ) contract when ordered by the Department of Veterans Affairs, Network Business Center. The scope of work involves multi-disciplinary architectural and engineering (A-E) services for healthcare facility maintenance, repair, and improvement projects (new construction, renovation, alteration, improvement, repairs, and minor construction). Work has included preparation of studies, schematics, investigative services, design development, preliminary designs, working drawings, specifications, engineering designs, construction documents, cost estimates, construction period services, site visits, miscellaneous reports, and other related activities to authorized construction projects on an “as needed” or “required” basis for each task order assigned.

     Perform ADA Compliance Study
    Design of site improvements for some accessibility deficiencies, as identified in a study performed by others.
     Utility Design for Waste Disposal
    Retrofit Steam Piping, Phase 6 in Boiler Rooms of Building 115, 220, 222, 257, 258 and 300
     Perform Acoustic Study

    Acoustic

    Acoustical study followed by the design of application of Acoustical panels in corridors, day rooms and conference rooms in Building 500, 2nd Floor Mental Health Wards.

     Design Elevator Upgrades
    Upgrade Elevators in Buildings 206, 220, 222, B258 & T17 in Bldg 500
     Design of Modular Quarters

    Modular

    Design 3 bedroom modular quarters and surrounding site-work, including parking, site utilities & fencing.

     Design Roof Replacement
    Replace roofing at Buildings 218 and 507. Design in accordance with NRCA recommendations using the preferred single-ply system.
     USP 797 Pharmacy Upgrade

    Pharmacies in Bldg 500 and 345 were renovated in accordance with USP-797 guidelines.

     Main Hospital Lobby/Clinic Renovation

    Lobby

    B 500 Primary & Ambulatory Care Clinic (PACC) renovation included waiting area, front desk administration, and additional examination rooms to accommodate the increased patient load.

     Nuclear Medicine Pharmacy Upgrade
    Add annex to the Nuclear Medicine Bldg 345 for compliance with recent revisions to the USP 823.
     Roadway & Pavement Improvements
    B 500 Primary & Ambulatory Care Clinic (PACC) renovation included waiting area, front desk administration, and additional examination rooms to accommodate the increased patient load.
     Building 500 Signage Improvements
    Replacement and/or upgrade of Building 500 Exterior Signage
     Correct Building 99 Life Code Deficiencies
    Provide sidewalks to correct the “means of egress” deficiencies on building exterior.
     Plans for Restroom Improvements
    Renovate 8 to 9 restrooms in B 500 in full conformance with the current VA’s accessibility standards.

     Provide Non-structural Seismic Upgrade

    Field Investigation to identify the non-structural seismic deficiencies in Bldg 138 (Animal Research), prioritize improvements and provide design to eliminate the deficiencies.

     Space Conversion for Mental Health Clinic

    Convert & renovate vacant rooms into a mental health outpatient clinic and offices in Bldg 128, 2nd Floor Wards A and K.

     Structural Upgrades for Ceiling Lifts

    Design a structural upgrade to install a ceiling lift for patients in Room U-129, Bldg 150 SCI. Provide testing/certification of this lift installation.

     Design Emergency Water Main

    Design an emergency (redundant) water main using combination of trenching and horizontal directional drilling to avoid damaging mature trees in the vicinity of the route.

     New Kitchen Hoods & Fire Protection
    Demolition of existing Class B dry automatic kitchen fire extinguishing system, and replace with new Class K wet system. Conduct field inspection and design new kitchen hoods and utilities.
     Patient Room Conversion

    Convert 4-bed patient rooms to 2-bed and/or private (1-bed) patient rooms in Bldg 126, 4th, 8th & 10th floors. Develop alternate layouts for selection and prepare RFP for Design-Build project.

     Restroom Upgrades for Mental Health Clinic
    In Bldg 206, Mental Health Ward M and L, upgrade bathrooms for conformance with the current VA Mental Health design Guide.
     Bldg. 149 Renovation Study

    Conduct a renovation study to improve productivity and working environment in Bldg 149

     Cart Washer Utility Upgrade

    CartWasher

    In Bldg 126, 7th floor SPD, reinstall cart washer, replace 2 sterilizers, and on the 5the floor install 2 scope washers. Design utilities for installation of these government furnished equipment.

     Renovate Executive Offices

    Renovate Executive offices and VISN emergency command center, utilizing Planetree concepts.

     Seismic Survey of Multiple Structures

    Emergency Structural Survey of critical Buildings 1, 2, 4, 7, 8, 11, 50, 126, 126OP, 128, 13, 138, 149, 150, 160, 161 and 162 to determine the existence of structural damage as a possible result of the earthquake activities on July, 29, 2008.

     SCI Facility Renovations
    SCI

    Convert two rooms into a kitchen for use by the visiting patients’ families. Planetree concepts were taken into consideration during the design.

     Plans for Relocation of GAIT Laboratory

    Relocate Gait Lab to B149. Add a few offices and space for document storage for Materials Management

     Develop D-B RFP for Emergency Generators

    Connect 9 critical buildings at VA Long Beach Healthcare facility to 2 standby generators.

     Develop D-B RFP for Electrical Equipment

    Replace obsolete and outdated electrical equipment (normal and emergency power).

     Determine Deficiencies in ER HVAC System

    Study to determine the existing HVAC system deficiencies serving the ER, and design of improvements to eliminate those deficiencies

     Relocate Primary Care Clinic
    PrimaryCare

    Primary Care Module-5 was relocated from third floor to the first floor. It was expanded and designed adjacent to the existing other four Primary Care Modules. Public Restrooms, next to the main lobby and in the vicinity of Module-5, were also renovated.  Planetree model was adopted in the design.

     Reconfigure Nursing Home Common Areas

    Reconfigure approximately 2,000 SF of existing visiting area of the Nursing Home Care Unit, including wall mounted plasma television, fireplace, family/guest pantry, fire sprinkler riser closet, pyxis medication station relocation.

     Seismic Field Investigation

    Field Investigation to identify the seismic deficiencies to the existing utilities located in the basement, four interstitial levels and 32 service bays, prioritize the improvements and provide design to eliminate the deficiencies.

     Patio Structural Study

    Conduct a structural study to evaluate the structural condition of the existing 5500 SF, 2NW Patio/Courtyard for future structural improvements.

    Replace aged automatic irrigation system with automatic smart controllers which are controlled remotely via the internet and are sensitive to the weather conditions.

     Road and Parking Improvements

    Survey and design to repair and improve designated roads and parking lots in poor condition, including configuration of accessible parking stalls and path of travel to adjacent buildings.

     Phase II Irrigation System Upgrade

    Replace aged automatic irrigation system with automatic smart controllers which are controlled remotely via the internet and are sensitive to the weather conditions.

     Design Redundant Cooling System

    Design a redundant cooling system with E power for two computer rooms.

     Disaster Storage Building Upgrades

    Prepare demolition plans of 2 existing storage containers, fencing etc. and construction of new modular building(s) to house grounds staff, grounds storage for supplies & equipment and storage for emergency preparedness supplies.

     Develop D-B RFP for Modular Building

    Install a 3 storey, 30,000 SF Modular building to function as a swing space for on-going renovations in the Main Hospital building.
