KAL has provided A-E design services under this Indefinite Delivery Indefinite Quantity (IDIQ) contract when ordered by the Department of Veterans Affairs, Office of Facility Management in Washington, DC. The scope of work for Contract involves providing professional services for design/construction related work at the VA Facilities, including Medical Centers, and Veterans Benefits Facilities, nationwide, including in the continental United States, Hawaii, Alaska and Puerto Rico.
These services include, but are not limited to, capital investment proposals, pre-design services such as facility assessments, development of design programs, computer modeling simulation, schematic designs, preparation of design/build Solicitation documents, technical studies, standards and specifications, cost estimates and/or reports; design period services such as review and analysis of designs by other A-Es for compliance with national codes, scope of work, good design practices, adequacy and appropriateness of functional layout, system selection, technical solutions, sustainability, value engineering and life cycle operation considerations, technical studies, reports, cost estimates and/or suggested design solutions or modifications; construction period services such as inspections, technical studies, cost estimates and/or reports; and, post construction services such as post occupancy evaluations, technical studies and/or reports.

Perform Peer Review of Design for Extended Care Facility |
Level 1 D-B RFP Peer Review – KAL-Team performed a Peer Review of designs for a new extended care facility at the VAMC Des Moines, IA. This facility consists of a new state-of-the-art 140 bed Extended Care Building on the Des Moines campus. The project will complete the consolidation of all bed care at a single site resolving the Small Facility and Campus Realignment issues identified in the national CARES process. |
Perform Peer Review of Design for Extended Care Facility |
Level 2 D-B RFP Peer Review – KAL-Team provided an evaluation, review and recommendations on all architectural and engineering disciplines’ designs, calculations, specification, reports, system analyses and drawing completeness and coordination, based on development of the final approved Schematic Plan.

Independent Cost Estimate for Extended Care Facility |
KAL-Team provided the DVA with an independently developed cost estimate for the construction of a new 140-Bed Extended Care Facility at the VAMC Des Moines, IA.

Provide PS&E for New IV Preparation Unit |
KAL-Team provided plans, specifications and cost estimates for a new IV Preparation Unit at VAMC Loma Linda, CA for conformance with USP 797, including the evaluation, review and recommendations on all architectural and engineering disciplines’ designs, calculations, specification, reports, system analyses and drawing completeness and coordination based on development of the final approved Schematic Plan.

Each building component was assessed and provided with a short description, an estimate of remaining useful life, and assigned a grade from “A” to “F”. Any building component assigned a ’D” or “F” was given a suggested correction cost. KAL-Team ultimately provided Consolidated Report with grand totals of correction costs, replacement costs, and total gross square feet assessed; total cost ratio was computed. Cost ratio was developed by division of cost of correction by cost of replacement.

Develop New and Updated Design Standards for Interior Finishes and Door Hardware |
Recent changes in VA Space Planning Criteria (PG-18-9) created an urgent need for the review and update of “Room Finishes, Door and Hardware Schedules,” (PG 18-14). KAL was selected to Revise and update PG 18-14 and coordinate with the new VA Space Planning Criteria (PG 18-9), to match the new room names and departments. Each room was assigned the same room code, as shown in PG 18-9. We determined and revised the room finishes according to the best practices followed by the industry. We closely examined the recommendations for finishes, door sizes and door hardware in other VA Design Guides and advised CFM where conflicts occurred.
We reviewed and assembled all design and technical data in providing First Draft and Final Drafts of the new Program Guide, drawing upon our substantial IDIQ A/E experience and expertise towards the development of this new documentation. |
Provide OMB 300 Document Review for New VA Alameda, CA Mental Health and Outpatient Clinic |
The Department of Veterans Affairs (VA) Office of Facilities Management (OFM) is in the process of evaluating several Office of Management and Budget (OMB) Form 300 submissions for various sites across the country, in advance of submitting applications to Congress. OMB requires completion of the form 300 as a means of justification for the funding approval of projects for a particular station or medical center. The OMB 300 includes information related to planning, budgeting, acquisition and management for the viability of a proposed project. As a part of this evaluation process, the VA retained KAL Architects, Inc. (KAL) for the review of application for North Alameda Point, California.

Provide OMB 300 Document Review for Realignment and Functional Improvements to VAMC Livermore, CA |
The OMB 300 includes information related to planning, budgeting, acquisition, and management for the viability of a proposed project. As a part of this evaluation process, the VA retained KAL Architects, Inc. (KAL) for the review of application for Livermore Realignment, California.
As part of the VHA National CARES Plan and in an effort to improve access and create a safe and modern environment in which to treat veterans, Livermore VAMC has been identified for realignment and closure. As outlined within 2007 CARES stage II decision, following the realignment of the VA inpatient and outpatient services, Livermore VAMC will be closed and the 113-acre campus redeveloped, under VA’s Enhanced-Use Lease (EUL) authority.

Electrical System Studies at Multiple VAMC |
KAL -Team performed electrical system studies for the Department of Veterans Affairs Medical Centers (VAMCs) at the following locations:
- Salisbury, NC – VISN 6
- Salem, VA – VISN 6
- Erie, PA – VISN 4
Work was accomplished in strict compliance with NFPA 70, National Electrical Code, 2008 Edition, NFPA 70E, Electrical Safety Requirements for Employee Workplaces, 2004 Edition and IEEE 242-2001, Recommended Practice for Protection and Coordination of Industrial and Commercial Power Systems. The Team prepared a complete short circuit and coordination study including voltage drop calculations on the entire electrical system/s (both normal and emergency) at each VAMC. It began at the incoming utility electrical service (for the normal system) and at the emergency generators (for the emergency system) and continued through to each branch circuit panel board, motor control center or motor control panel in each building. |

Provide Market Survey for Construction Market Costs for New VAMC Facilities in Walla Walla, WA and San Diego, CA |
KAL-Team conducted local market surveys, by exploring all local, national, and international factors influencing construction costs at each stage of design. The end result of the survey was a comprehensive report that reflected current and expected future bidding conditions that may influence the cost of VA construction. Report presented an accurate representation of current activity, and projection of conditions for the coming 3, and 5 year horizons. Items specifically investigated included:
- Labor Supply and Strike Potential
- Material Availability
- Planned Projects
- Projects Under Construction
- Cost of Money and “Hunger Factor”
- Open Shop and Union Shop Options

Power System Studies |
KAL-Team provided specialized power system studies at the DVA medical facilities in Houston, TX and White City, Oregon. These studies included:
- Electrical site plans based on information provided to KAL-Team by each VAMC.
- Visually surveyed the grounding system and obtain anecdotal evidence from interviews with VAMC staff for inclusion in the reports
- Provided an Arc Flash Hazard Analysis
- Site survey related to the VAMC’s medium voltage system
- Delivery of 500 printed, adhesive-backed arc flash labels with the submission of the final report to each VAMC
